Those who are over the age of 18 years, in need of care, who may have a mental, physical or learning disability, or illness and is unable to take care of himself or herself, or unable to protect himself or herself from harm.

Mental Capacity Act and Deprivation of Liberty Safeguards (DoLS - person who lacks capacity and is currently being cared for in a care home or hospital setting).
Prevent (A programme designed to safeguard people in a similar way to safeguarding processes to protect people from gang activity, drug abuse, and physical and sexual abuse)
